The Mongolian-German Financial Cooperation Project “Biodiversity and Adaptation to Climate Change” aims at strengthening the management of the Mongolian protected area system (including buffer zones and ecological corridors) with special reference to climate change, while at the same time improving/stabilising the livelihoods of local populations and intends to apply part of the proceeds for consulting services.Therefore, “Biodiversity and Adaptationto Climate Change Project” Implementing Unit is now invitingeligible consultants to submit expression of interestfor the services of financial audit of the Project activity in 2015.
The objective of the audit of the “Biodiversity and Adaptation to Climate Change Project” activity in 2015 covering Disposition Fund(s), including the Special and Sub Account opened with State Bank and Treasury fund account, is to permit the auditor to express an opinion on the financial reports (i.e. status of accounts and cumulated statement as defined in the Annex “Disbursement Procedure” to the Separate Agreement) and statements of expenditures based on the withdrawal applications for the Disposition Fund(s) and Treasury fund account. Such expenditures have been made under the financial position of KfW-loan/grant No. BMZ-No 2012 65 511 for financing of “Biodiversity and Adaptation to Climate Change Project”.The audit will cover financial year ended up December 31, 2015 (“Audit Period”) and the audit will be conducted in accordance with international Standards on Auditing as published by the international Auditing and Assurance Standards Board of the international Federation of Accountants, with special reference to ISA 800 (Auditor’s Report on Special Purpose Audit Engagements). It also will include such tests and controls as the auditor considers necessary as well as on-site visits if also deemed necessary. The auditor must bear in mind that, for the establishment of the audit opinion, he has to carry out a compliance audit and not a normal statutory audit.
The said audit is expected to be completed within March 31st, 2016 and the final report shall be completed within aforementioned date.  
Project Implementation Unit (PIU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
1. Subsidiary or affiliate or national partner of internationally recognized auditing firms;
2. Minimum 5 years of experience since first registration with evidence that they are properly licensed / certified for conducting financial and other types of audits;
3. Knowledge of International Standards of Auditing (ISAs);
4. Knowledge of procurement processes;
5. Evidence on availability of key staff (no need to submitt expert CVs at this moment).
A consultant selected in accordance withlatest version of the “Guidelines for Procurement of Goods, Worksand associated Services in Financial Cooperation with Partner Countries” (refer to the homepage of the KfW Development Bank www.kfw-entwicklungsbank.de)and Procurement Manual of the Project.

Expression of interest must be delivered in written form (including technical and financial proposal) in a sealed envelope to the below address before or at 11.00 am (Ulaanbaatar time) on March 04, 2016.
